The National Contracts Commission (NCC) is
comprised of eight (8) members. Each member is appointed by the Governor
General in accordance with the provisions of the Third Schedule to the
Contractor General Act.
The eight member NCC is composed as follows: a
Chair, who is appointed from a panel of three persons nominated by the
Contractor General; one member who is appointed from a panel of five persons
nominated by the Professional Societies Association of Jamaica; one member
who is appointed from a panel of five persons nominated by the Construction
Industry Council; and five members who are appointed from a panel of five
persons designated by the Cabinet.
Once appointed into office, the members of the
NCC serve for a term of seven years. The tenure of the first panel of the
Commission expired on May 16, 2006.
Effective, May 17, 2006, The
Hon. Shirley Tyndall O.J., C.D. was appointed by His Excellency, Governor
General, The Most Honourable Professor Kenneth
Hall, as the new Chair of the NCC. The Hon. Shirley
Tyndall O.J., C.D., who retired in 2005 after spending almost 50
years in the Jamaica
public service, is a former Financial Secretary and Accountant General.
The five members of the NCC who were designated
by the Cabinet are Mr. Robert Martin, Mr. Karl Martin, Mr. Donald Moore, Mrs.
Jean Fairclough and Mr. Milton Hodelin.
All five members were appointed to the NCC effective June 13, 2006. Mr.
Robert Martin and Mr. Karl Martin have previously served on the NCC.
The two remaining members of the NCC are Mr.
Donald Miller and Mr. Lascelles Dixon. Mr. Miller
was appointed from the panel of nominees which was presented to the Governor
General by the Construction Industry Council and Mr. Dixon from the panel
which was presented by the Professional Societies Association of Jamaica. Mr.
Miller's and Mr. Dixon's appointments became effective on June 15, 2006. Mr.
Miller is the immediate past Chair of the NCC.
