GOVERNMENT OF JAMAICA PROCUREMENT PROCEDURES



It is important to emphasize that the Government of Jamaica Procurement Procedures are determined and promulgated by the Cabinet of the Government of Jamaica. They are neither determined, nor prescribed, nor imposed by the Office of the Contractor General (OCG) or the National Contracts Commission (NCC).

Based on the Government of Jamaica Procurement Procedures, the role of the NCC is to :

  • Review and endorse recommendations for the award of government contracts abover J$15 Million in value;

  • Make recommendation to Cabinet for the award of contracts over J$40 Million in value;

  • Oversee the activities of the seven(7) Sector Committees;

  • Review and approve the use of some procurement methods outside of the appropriate thresholds;

    ensuring that the award of government contracts area carried out in compliance with the procurement procedures. 

The Handbook of Public Sector Procurement Procedures

The Handbook of Public Sector Procurement Procedures is available on-line. By way of Circular No. 9, dated  March 13, 2014, the Ministry of Finance and Planning advised all "Permanent Secretaries, Heads of Departments, Chief Executive Officers and other Heads of Procuring Entities" as follows:

"Permanent Secretaries, Heads of Departments, Chief Executive Officers and other Heads of Procuring Entities are hereby advised that by way of Decision No. 27/13, dated July 15,2013, the procurement procedures have been amended with effect from March 17, 2014.

The Handbook of Public Sector Procurement Procedures of March 2014 replaced the May 14, 2012 edition. The new documents are published in electronic format and are accessible from the Ministry of Finance and Planning website at www.mof.gov.jm.

The Handbook of Public Sector Procurement Procedures contains the applicable procedures which must be strictly adhered to by every Public Body which seeks to engage in a Government of Jamaica procurement or contract award activity.

If any Public Body is in doubt about the interpretation or applicability of any provision of the Handbook, please contact the Deputy Financial Secretary with portfolio responsibility for the Procurement and Asset Policy Unit of the Ministry of Finance and the Public Service.
